That is one small chair. I think it is probably a doll's chair. But this little girl is making the most of it to read the paper. She does seem to be very young to be reading the news.

Everybody Has a Double
They say everybody has a double, but i do feel for this poor tv newsreader. Unless of course someone in the art department was having a laugh.
